The reason I built this is a dumb generic display driver shipped with a cheap TV. Even under Linux xrandr I had to use workarounds to get consistent results. Then I switched to win 11 lately and thought of fixing it finally so I did at first in PS1 using multi monitor tool nirsoft.switched to python but ended in rust. Now we have the most stable tool for this usecase.
